Energy Saving Certificate (CEE)

Energy suppliers and fuel distributors, known as "obligated parties," are required to contribute to the financing of energy efficiency renovations. Individuals undertaking energy efficiency renovations can benefit from "energy bonuses" on their quotes from contractors, vouchers, or subsidized loans of varying amounts depending on the work undertaken. The unit of account for Energy Savings Certificates (CEE) is the kWhCUMAC. The abbreviation "cumac" comes from the contraction of "cumulative" – to account for savings generated over the entire lifespan of the equipment used – and "discounted" to reflect annual financial discounting. In practice, this amounts to estimating the energy savings generated by the action taken during the lifetime of the installed equipment.

New rules on Energy Efficiency Certificates (October 2025):

A decree published in the Official Journal on September 9, 2025, modifies the rules for Energy Savings Certificates (CEE) bonuses for heat pumps (fact sheets BAR-TH-171 and BAR-TH-172). These new provisions will come into effect on October 1, 2025.

‍Main changes:‍

• Bonus ×5: if the heat pump replaces a coal, oil or gas boiler, only in a main residence (secondary residences excluded).
• Removal of the minimum amount of financial incentive: bonuses can be paid without a mandatory threshold.
• New seasonal energy efficiency (ETAS) levels: the bonus will depend directly on the ETAS level of the heat pump, from 111% to more than 200% (BAR-TH-171) or 230% (BAR-TH-172).
• Mandatory information: the type of energy replaced and the equipment installed must be indicated on the proof of completion.
• Non-accumulation: still no accumulation possible with the BAR-TH-143 (combined solar system) and BAR-TH-148 (thermodynamic water heater) sheets.

The amounts remain linked to the valuation applied by the obligated parties: approximately €11.3/MWhc for very low-income households and €7/MWhc for low-income households and others.
