Multi-annual Works Plan (PPT)

The Multi-Year Work Plan (PPT) is the technical and budgetary roadmap for a building over several years. It combines assessments, priorities, cost estimates, and phasing to maintain the asset's value, ensure operational security, and plan for decarbonization (building envelope, HVAC, BMS, renewable energy sources, etc.). For a property manager, developer, or project owner, the PPT avoids the "everything in a rush" approach: it anticipates risks, spreads out expenses, and coordinates the various work packages to carry out necessary work at the right time.

PPT: Definition and operational scope

The PPT is based on an initial state of the building and installations (building envelope, roofs, HVAC, electricity, plumbing, security, accessibility) and compiles:

- an inventory of defects/obsolescence and risks (leaks, breakdowns, safety);

- objectives (comfort, energy/carbon, compliance, IAQ, heritage value);

- hierarchical actions (no/low-cost, maintenance, rehabilitation, replacements, modernizations);

- a 5–10 year calendar with coordinated lots (avoid repeating the same area twice);

- a CAPEX/OPEX budget, price assumptions and possible sources of financing (CEE, subsidies, third-party investment);

- monitoring indicators (kWh, CO₂, unavailability, complaints, claims) and annual review milestones.

The PPT is usefully combined with energy audit, DPE, BMS/EMS master plan and maintenance plan to link short term (adjustments, balancing) and long term (insulation, generators, RES).

  • Pricing and scheduling assumptions subject to change.
  • Scope of the document if not updated (change of use, unforeseen work).

  • Start with a solid diagnosis (site, photos, key measurements).
  • Coordinate the work packages (building envelope ↔ HVAC ↔ electrical) to avoid rework.
  • Integrate aid/financing from the planning stage (CEE, subsidies).
  • Plan annual milestones: review priorities, prices, and KPIs achieved.
  • Set up a simple dashboard to track progress and impacts.

In Nice, a seafront condominium complex was plagued by rooftop leaks and summer complaints. The PPT (Technical Prevention Plan) implemented a phased approach: waterproofing and insulation (year 1), solar shading (year 2), and then HVAC regulation and balancing (year 3), while also allocating a budget for solar hot water as an option.
